The Author is an Engineer so thinks pretty analytically. He discusses his paranormal experiences and his views on the nature of them in some detail.
Then he presents his ideas on how to revise the measurement of these experiences so Science can evaluate them properly.
His conclusions are that some things will never be able to be investigated by the proper scientifc process since there are no instruments to collect data properly.
